the importation of arms into this country.
I concur, however, in the view that the
зxamination by the suggested international conference of
all the airoumstances connected with the dumping of arms in
China is likely to be useful particularly if it should result
in the elaboration of a better soheme for the solution of the
whole question with the aid of the League and, preferably, with
the assistance of the Chinese Government.
I fear, however, that the Chinese Government
may prove distinctly reoalcitrant in this matter for they have
never consented to our arms embargo arrangements being made
applicable to themselves although they have approved them in
so far as they were aimed against hostile and provino.al
